finally, a pump that isn't broken and doesn't suck. I have this pump, I like it a lot, it just feels really solid. I replaced my broken Joe Blow with it and like it way better. The only drawback is that you have to screw it on to the valve. On another note, I highly recommend buying pumps at REI. They have a lifetime satisfaction guaranty. Plus, if you are a member you don't even have to save your receipt. So if in 3 or even 30 years the pump dies you can return it and they will refund you the full purchase price of the pump. Just sayin.

Damn, Sids! With all of this stuff you better be riding track and doing damn good!
With the stem I would suggest compact/road bars or some bullhorn bars. Which ever you believe you'll use more when it comes to hand positions.

Oh I should have noted, I'm looking for bullhorns specifically, my question should have been, what bullhorn suggestion for that clamp size. I've modified the post now.
And I'm mostly trying to get what I want now in terms of components rather than buy cheap and want something better later.

When I was at Interbike I found this small stand by Satori and looked at some of their bars and digged them, but I'm not sure about the quality of them. If I were you I would look for something like Easton Delta or Cinelli Mash bullhorn handlebars or something of that style, because it has the 31.8 clamp size. Really, though, those types of bars are used for Time trial and all.
