Ya it has a really shitty color scheme, I got it for cheap tho. I plan on stripping it and repaint it when I'm done moving, needs to be lubed up pretty bad. Anyone have a 130mm stem and some bullhorns for sale?

Just buy a new, more sensible frame. Don't waste your money on recoating it. Just sell it.

Cheap as fuck and a good starter bike: Kilo TT. I have the same exact frame (KHS flite 100) and it's an awesome ride. Josh Rushing had a Kilo TT and I think he liked it a lot. You can get it for super cheap on bikesdirect.com. Get a decent set of wheels and cockpit and you'll be set.
And unless you're a pro and have a pro fit team, you probably don't need a 130mm stem. If you want a good fit, rabbi knows a dude and Procyclery on Charleston and Antelope might still do fittings.
Also, get two brakes. Having one is stupid, and don't listen to anyone here that claims going brakeless is the way to go. Having a snapped/dropped chain while cruising 30 mph into LVB traffic is not fun.
Drop the riser bars. It aint 2005 no more. I prefer compact bars with road hoods, but you should go to a bike shop and try out a few different styles to best suit you. Don't get track drops unless you're going to race track. Trust me, they aren't comfortable on the road. You can pick up FSA Omega Pro Compact for like $30 bucks.
Invest in a good u-lock in addition to your chain lock. Find a better way to affix it to your bike as well when riding so your knees aren't banging into it.
Try out toe-clips and straps or, better yet, some SPD pedals/shoes. Having your feet affixed to the pedals makes for a much more safe/enjoyable ride.
Thanks for taking advice, and welcome to Vegas. Don't lock your bike up downtown and especially not on the East side. It will get stolen.

Thanks, I guess I'll look into getting one of those. This bike was trade for a cheap lil laptop. I figured at the least I could get the back into cycling with it. I'm not new to the city just new to the south, grew up here yada yada. Thanks for the advise. not going to pretend that no one knows better than I, especially in bikes.

I ride risers on my fixed gear. Lulz. But it's my IDGAF bike.

I'm going to have to agree with Craig.
My Kilo was really fun and had done me justice, even through the stupid chaotic MASH drag races. The only problem you may have ( if you decide), is changing the headset or the seat post. The head tube is 1 inch and to find 1 inch threadless headsets (back then) are not an easy find. But now I see Chris King headsets that are an inch all over Ebay.
Risers are not so bad.
I know REI does fittings, but I'm not sure how good it is compared to other places.

Your bikes not bad. Your bike looks better than most I've seen in vegas... Craigs advise is good though, but that's only if you have like 500 bucks to blow. Just get some foot retention for now.

Going to REI for a bike fitting is like going to Walmart for craft beer.

Josh, in town... i don't really trust anyone. Steve Clausse (ex-euro pro that rode for AGR) just got certified for Specialized BG fitting, so he might be a good start. Cory, they start around $250 and go up. *disclaimer: unless you start taking your riding super seriously, you can get 90% of your fit right without too much trouble. really only recommended if you have pain while riding or looking for that extra 10%.

I used to watch those Specialized BG fit videos and learn somewhat from them.

Like I said, you can get 90% on your own (if you're smart).
