That depends. What the uses of the wheels are for, where are they intended to be ridden on (track/ street), why carbon, etc.
I wouldn't bother with carbon wheels and I would go with something strong and durable. I have read about how tubular rims are best when they are very round around the edge of the rim and have a triangle section.
I would get something more simple and reliable, in my opinion.
