Unless you have a really really really good hub, you're not going to want to mess with threading. Just buy a new rear hub.

Okay, so I'll ask it since no one else is, is it your axel or your hub? We are all assuming hub. If its your hub buy a new one, if its your axel buy a new one. On a side note, if you get the same hub you already have you wont have to worry about getting different spokes when you have someone relace it.
Also, I've never rethreaded a hub but just thinking about it logically I find it hard to believe that even if you did so you could find a cog that would fit it as it would be a smaller diameter. Further, even if it wasn't a smaller diameter then the threads would be super weak and strip out again. But like I said I've never done it.

You can't rethread a hub. Either you gotta jb weld it on or get a new hub. If it's the axle, the labor to rethread it would cost more than a new axle. I would be willing to bet that 99% of shops don't have a thread tap for a bike axle because it's a tedious job and a liability if you mess it up. Same goes with threading forks. Fuck, I hated threading forks.

Yeah I was trying to be super clear as I didn't know what his bike knowledge was and he never responded to whether it was his axel or hub
